Former HCRE Work

Harrow Council for Racial Equality (HCRE) is now dissolved and from 1st April 2009 has been managed by Harrow Association of Voluntary Service for an interim period. There is a transition board set up by Harrow Council, which will look at the future structure of a successor organisation to HCRE.

HCRE is an independent voluntary organisation which is jointly funded by the Equality and Human Rights Commission and the London Borough of Harrow.

We aim to offer a free confidential and independent advice service on discrimination in Harrow. We strive to provide and develop a high quality advice service irrespective of race, creed, ability or sexual orientation within the multi-cultural population of Harrow. We work to prevent discrimination and combat those influences, which seek to exclude people from full participation in the life of the borough.

Mentoring and Advocacy Service

Mentoring
Through the process of mentoring, pupils respond positively to one to one interaction. It ensures effective learning for the future, assists in identifying and supporting potential through proper integration encouraging children to be positive role models.

Through this service we put an emphasis on a wider influencing agenda to promote professional and personal development, build their confidence and self-esteem and ensure effective learning for the future.

The service is aimed at pupils identified by the school with problems highlighting their social emotional and academic needs. It provides training and support in cross cultural awareness for students and teachers alike.

Advocacy
Through the Advocacy Service, we aim to provide a holistic service that addresses the emotional, academic and social needs of children from ethnic minority and refugee communities and reduce the number of exclusions from schools. This is done through a combination of prevention intervention and review.

The scheme operates as a preventive measure, as a service for schools in the borough with children at risk of exclusion from ethnic minority groups. We aim to help excluded pupils, their representation at exclusion appeal and admission panels. We also monitor cases of exclusion.

We liaise with voluntary and statutory groups including schools and refugee communities on issues related to social and school exclusion. We also provide culturally appropriate learning support to at risk pupils from ethnic minority and refugee communities.
