Third Sector Strategy

Work has commenced on the development of a Third Sector strategy for Harrow. Led by the Community Development department the strategy is co-sponsored by Brendon Hills, Director of Community and Cultural Services and Julia Smith, Chief Executive of HAVS (Harrow Association of Voluntary Service).

A consultant by the name of Carole Stewart has been commissioned to develop the strategy under the direction of the project sponsors. Carole commenced meetings with key individuals from across the sectors in March and is aiming to complete a draft strategy by mid-July. Following this, the strategy will be circulated for wide consultation before being presented to the Council’s Cabinet committee in October 2009.

The key aims of the strategy are to;

strengthen the relationship between Harrow Council, Harrow Primary Care Trust and the range of organisations that make up Harrow’s Third Sector;
increase opportunities for the sector to become involved in the design and delivery of public services through a more transparent commissioning process; and improving the management and administration of grant funding;
help build the capacity of voluntary and community organisations in the borough so they continue to meet the needs of Harrow’s diverse communities.

A project working group has been established to inform and guide the development of the strategy. The group has met twice and considered the following issues; definition of the ‘Third Sector’; key drivers for the strategy; expectations of a community trust model and the definition of a strategic partner.
